Our company is composed of two divisions. The first division, Blessed Tax Consulting, LLC provides tax and financial planning services and/or financial coaching.

The second division, RBR Tax Consulting, LLC provides property tax consulting and assessment appeal services for our individual and corporate clients.

Manning Huang, CPA
Manning Huang is an experienced tax and financial professional with over 20 years in tax, investment, financial services, and real estate. Specializing in tax minimization and wealth creation, she adopts a holistic approach to develop strategies that provide clients with greater financial control and independence.

As a co-founder of Blessed Tax and Financials, Manning focuses on tax and financial planning, particularly in retirement, investment allocation, and insurance strategies.
​
She holds a Business Economics degree from UCLA, a Master's in Taxation from CSUF, and a Personal Financial Planning degree from UCI. Manning is also a licensed CPA, FINRA Series 65 holder, and holds licenses in Life & Health Insurance and Real Estate Brokerage.

Beyond her professional work, Manning serves as Treasurer on the board of Family Welcome Center, Inc., a nonprofit committed to supporting youths and immigrants.

Richard Ramirez
Richard Ramirez is the Chief Operating Officer at Blessed Tax Consulting, bringing over 36 years of expertise in real property assessment. His extensive experience includes appraisal, possessory interests, and representation before assessment appeals boards. Richard has consulted on a wide range of complex property types, including hotels, shopping malls, manufacturing facilities, office campuses, retail centers, and sports arenas.
Before co-founding Blessed Tax Consulting, Richard served for 34 years at the Orange County and Los Angeles County Assessor’s Offices, where he led teams focused on assessment appeals, complex properties, and possessory interests as an operations manager.
He holds a B.A. in Business Administration with a concentration in Real Estate Finance from California State University, Fullerton. While with the Assessor, he was certified as an Advanced Appraiser for Property Tax by the California State Board of Equalization.
